Summary of Association Rules and Restrictions

For your information, the following is a summary of some of the Association rules that prospective residents often inquire about.

Association Dues and Security Fees. Upon move in, the Sugar Mill Pond Homeowners Association will bill each resident $210 per quarter ($40 per month) for residential association dues. These dues will cover the maintenance and up keep of all common areas in Sugar Mill Pond. In addition to the homeowners dues, each resident in Sugar Mill Pond will be required to pay a quarterly security fee in the amount of $90 ($30 per month). The security fee covers monthly monitoring services to be provided by Acadiana Security Plus along with on-site live security personnel.

Changes and Additions to your Residence. Any changes or additions to the exterior of your residence, including any outbuildings, must be approved, in advance, by the Sugar Mill Pond Design Review Board. This includes, but is not limited to, changes to original paint colors, fencing, exterior building materials, etc. If you have any doubt whether a proposed improvement to your property needs Design Review Board approval, please contact the Sugar Mill Pond Development office. Click Here for the Exterior Improvement Request Form, fill out the form and drop it off, email or fax it to 337.856.1078.  

Maintenance of Lots, Landscaping and Dwelling. No lot (whether or not any dwelling or other buildings have been constructed on the lot), and no dwelling or other improvements which are located upon a lot shall be permitted to fall into disrepair and each lot, and all such dwellings and other improvements, and all lawns and other landscaped areas, shall be kept neat and maintained in good condition and repair.

Maintenance of Fences. Any fence or garden wall, which has been previously approved by the Design Review Board, must be kept neat and attractive and in good repair. All ornamental iron or picket fences shall be painted or finished in accordance with the Design Code.  Fences may not be apinted or stained without written approval from the Design Review Board.

Street Trees. Street trees will be planted in the green area between the sidewalk and street curb by Sugar Mill Pond Development Company when build-out of the street is approximately 80% complete. Please refrain from planting any trees in this area.

Satellite Dishes and Antennas. No exterior antenna or satellite dish shall be erected without
the written approval of the Design Review Board.

Garbage Collection. Garbage collection is every Monday and will be performed by Waste Management, please contact the Town of Youngsville to set up an account. Only Waste Managment approved trash cans are permitted in Sugar Mill Pond.  Garbage should be placed on the street curb in front of your residence or at the end of the nearest alley the morning of collection. Garbage cans must be out of view from the street at all times.  
 
Sports Equipment. No sports equipment such as basketball goals, volleyball nets, soccer goals, etc. shall be erected or placed in the front yard of any residence. On alley loaded lots, basketball goals can be placed along the alley or in the rear yard. On non-alley loaded lots, setbacks for basketball goals are the same as setbacks for the garage. In short, your basketball goal cannot be any closer to the street than your garage door.

Boats and Recreational Vehicles. Boats and recreational vehicles cannot be placed or stored within the development of Sugar Mill Pond unless they fit within a normal size garage and are kept completely out of view. Boats and recreational vehicles may be parked the night before a planned trip or usage but shall, in no event, be parked in plain view for more than a twenty-four hour period.

Parking. Resident and guest parking within Sugar Mill Pond may take place at the street curb, on driveways or in designated guest parking places off of alleys. No parking shall occur on green strips between the street curb and sidewalks and in no event shall cars park on or traverse over a sidewalk.

Pets. Dogs should be kept on a leash at all times and, as a courtesy to your neighbors and our maintenance staff, please refrain from allowing your pets to "do their business" in the parks and green areas.
 
Security Systems and Monitoring. Every home in Sugar Mill Pond will have a professionally installed and monitored home security system by Acadiana Security Plus, Inc. Monthly home monitoring fees will be paid in addition to association dues.  
 
Signage. "For Sale" and "For Rent" signs, if allowed by the Design Review Board, must be in the approved Sugar Mill Pond color scheme. Please call the Sugar Mill Pond Development office for information on purchasing those signs. No other signage is permitted on lots or windows.

Soliciting. No soliciting will be allowed at any time within the development of Sugar Mill Pond.

Window Coverings. In no event shall an Owner or Builder affix a window screen to the exterior of any window which faces a Street frontage.
